The New Telecom Policy 2012 has laid a strong emphasis on delivering affordable and effective telecommunication services for the people of the country. In line with this lofty and challenging task and to compliment the efforts from various units and wings of DoT and PSUs, the activities of International Relations (IR) Cell are groomed up by providing necessary framework and suitable platform in the international telecommunication arena. As a result, the stake holders shall benefit through international cooperation with the world telecommunication community.
The International Relations Cell will work as a conduit and facilitation agency to coordinate with other countries in terms of bilateral relations in the sphere of telecommunications and intra-government telecommunications agencies, such as, International Telecommunications Union (ITU), Asia Pacific Tele-community (APT), Commonwealth Telecommunications Organization (CTO), etc. in the area of multilateral cooperation.
The International Relations Cell will work as a conduit and facilitation agency to coordinate with other countries in terms of bilateral relations in the sphere of telecommunications and intra-government telecommunications agencies, such as, International Telecommunications Union (ITU), Asia Pacific Tele-community (APT), Commonwealth Telecommunications Organization (CTO), etc. in the area of multilateral cooperation.
The International Relations (IR) Cell will actively coordinate with all other departments, such as Department of Electronics and Information Technology, Department of Commerce, Ministry of External Affairs and others in enhancing cooperation with the important countries which are of strategic and trade centric importance to India and to ensure that important areas of interest for DoT are well taken care in the cooperation agreements in the areas of ICT.
The IR Cell strives to establish MoUs and cooperation agreements in specific areas such as security, regulation, broadband, etc. with active interaction with stake holders. Further, the IR Cell will strive to share and offer Indian expertise by offering telecom experts for international development projects and to international organizations. The IR cell will drive India-specific areas in terms of industry challenges, environmental issues and standardization aspects by taking up in bilateral relations in international arena.

1 | Identify the important areas relevant to Department of Telecommunications in terms of international cooperation. Identify the strategically important countries and international organizations that can complement and support the directions of NTP 2012. |
2 | Evaluate the existing cooperation agreements in the area of telecommunications and other departments with other countries and initiate steps to enhance the scope of the existing cooperation by including new areas of DOT's interest. |
3 | Coordinate DoT's active participation and hosting of bilateral Joint Working Group meetings, Joint Study Group Meetings and other coordination meetings in India and abroad to achieve the objectives. |
4 | Prepare a long term plan to enhance the visibility of India in international organizations and support in India taking a lead in senior management roles in the international organizations. |
5 | Work on transforming the premium training centres of DoT, BSNL and MTNL, such as NTIPRIT, ALTTC, Ghaziabad as Asia Pacific Centres of Excellence (ASPCOE) for offering quality training programmes in the region under the aegis of ITU. Partnering with ITU and APT in ICT development projects in the developing countries while making contribution as well as improve India's visibility. |
6 | Coordinate for India taking a leadership role in facilitating to improve regional connectivity in SAARC and ASEAN communities. |
7 | Coordinate for India hosting important international conferences and meetings that will contribute for capacity building, increasing visibility benefiting industry in India. |
8 | Drive capacity building measures in specialized and management areas for DoT officers in training them specialized technical and management programmes in India and abroad in coordination with DoPT as per National Training Policy and Skilled Development Programmes. |
9 | Technical coordination in establishment and maintenance of Hotlines with other countries. |
10 | Coordinate and facilitate for taking up Indian industry issues with other abroad companies and organizations on a suitable platform through government channel. |
