Kindly refer to your OM no. 9-35/2017-18/Fin dated 11.04.2018 wherein it was directed that the telephone bill reimbursements below the rank of Dy. Secretary will be restricted to only 25% of the total sanctioned strength of Group A officers in a Ministry/ Department/ Attached/ Subordinate offices. The query hereby is that,
1. What is the criteria to decide the 25% of the strength of Group A officers referred above for availing the reimbursement of telephone bill as per entitlement ?
2. The 25% strength will calculated out of total Group A officers (i.e. including Dy Secretary, joint Secretary, Add. Secretary, Secretary etc.) in that organization OR it will be 25% of only those Group A officers who are below the rank of Dy. Secretary in that particular organization.
3. The mentioned 25% strength will be based on seniority of officers or not?
4. How to decide the seniority of Group A officers?
