The information sought herein pertains to the notification regarding Internet Telephony Apps owned by UL or UL-VNO Licensees dated 4 May 2023 (Notification) (as attached) issued by the Department of Telecommunications (DoT) in relation to the Unified License (UL) and UL for Virtual Network Operators (UL VNO). Please provide information on the following queries:
1. Please explain the backdrop to the Notification (i.e., reason for requesting this information).
2. Please elaborate the details of internet telephony apps that are required to be furnished pursuant to the Notification. Apart from names of such apps, what other details are required to be disclosed?
3. Is the Notification meant to include apps used for (a) IP-to-IP communication or (b) IP to PSTN communication or (c) both?
4. Since IP-to-IP communication is provided by many non-licensed entities also, please explain the rationale or intention for seeking information from TSPs only (considering that such disparity may lead to non-level playing field between entities).
5. Please confirm if the intention behind the Notification is to require all non-licensed entities providing IP to IP services to also obtain a license from DoT.
6. What is the scope and meaning of the term supported mentioned in paragraph 2 of the Notification?
7. In relation serial no. 6 above, if a TSP has an arrangement with a software/mobile application provider, is such application then considered supported? If not, what factors/criterion are envisaged for supported applications?
