1. Whether the VODAFONE, AIRTEL, RELIANCE, IDEA, TATA INDICOM MOBILE SERVICE PROVIDER (ALL OVER INDIA) can issue the any sim card i.e, POST PAID/PREPAID to any customer without adhaar card, if yes then please provide me the certified copy of the rules and regulations for the same.
