Subject: Information regarding internet speed reduction orders, sought under section 6 (1) of the Right to Information Act, 2005.
Respected Sir/Madam,
1) Provide the following Details regarding internet speed reduction orders received and implemented by all the internet service providers, registered with TRAI, in J&K State from 1st January, 2012 to 31st May, 2019:
a) List of all the internet service providers registered with TRAI in the above mentioned state.
b) The dates of each of the internet speed reduction orders, received by the internet service providers from the government.
c) Time duration of each of the internet speed reduction orders implemented.
d) The legal provisions under which each of the internet speed reduction orders were implemented.
e) The reasons given by the government for each of the internet speed reduction orders made.
f) The procedure/ SOP followed by the internet service providers while implementing each of the internet speed reduction orders.
g) The number of all the internet speed reduction orders received to restrict mobile internet services only.
h) The number of all the internet speed reduction orders received to restrict broadband internet services only.
i) The number of all the internet speed reduction orders received to restrict mobile, as well as, broadband internet services.
j) Certified photocopies of all orders received to impose and revoke the speed restrictions.
k) Name and designation of the committee or authority who ordered or approved such speed reductions.
l) Estimation of losses (in rupees) incurred by each of the internet service providers due to internet speed reduction orders made by the government in the above mentioned state.
m) Estimation of losses (in rupees) that customers of each of the internet service providers have incurred due to internet speed reduction orders made by the government in the above mentioned state.
2) We undertake to pay any additional fees/ charges (if applicable), as prescribed under the Right to information Act and/or relevant rules.
We hereby declare that the information sought under this application does not fall under the exempted clauses of Sections 8 and 9 of the Right to information Act, 2005. In the premises, you are requested to provide the information and the photocopies of the orders mentioned above and oblige. It would be appreciated if a point-wise reply is given at the earliest.
