I am seeking information regarding guidelines for authenticating users in public hotspot using applications, wherein there is no option of OTP(One time password), the most recent direction I can find is No. 820-1/2008-DS-II dated 23.02.2009 (attached with the request), the same is pre-mobile application era.

Input was taken from Sh S K Arya . As per his input , for the RTI application, concerned CPIO is Director(DS-II) and the matter also pertains to their section. As letter no. 820-1/2008-DS-II dated 23.02.2009 has been issued by DS-II unit wherein detailed instructions regarding wi-fi in the interest of security. Procedures have also been prescribed in the said letter for registration of subscriber and password sharing.
Accordingly , Appellant may approach Sh P.C.Sharma ,Dir DS-III & CPIO for getting the required information.
Appeal is disposed of accordingly.
