Sir,
I declare that I am a citizen of India and, in that capacity, under the RTI Act, 2005, I request for supply of the following information as available in the Department of Telecom (DoT), New Delhi which is the Public Authority for this particular RTI Application.
Here, the subject matter of the information requested relates to the system of Financial Adviser (FA) that prevailed in the field formations or field offices of the Department of Telecommunications, or the erstwhile Department of Telecom Operations (DTO), or the erstwhile Department of Telecom Services (DTS) up to the year 2000, i.e. prior to 01.10.2000.
1) Please supply Certified/True copies of all letters, circulars, instructions, guidelines etc. (issued by DoT/DTS/DTO) which contain information to the effect that the hierarchical level of the Financial Adviser to the Head of Office exercising Financial Powers shall be one-step below the Head of Office concerned.
2) In the event, no letters, circulars etc. (as mentioned above) were ever issued by DoT, DTS or DTO but letters, circulars etc. on the said subject issued by any other Department of Govt of India are adopted/followed in field formations of DoT/DTO/DTS, please supply certified or true copies of all such Govt. letters, circulars etc.
3) In the event, the requested information (that is, the hierarchical level of the Financial Adviser shall be one-step below the Head of the Office who exercises Financial Powers) is available in any Handbook or Manual of the erstwhile Posts and Telecommunications Department, Govt. of India, please supply authenticated true copies of extracts (photocopy of relevant pages) from the said Handbook/Manuals along with reference to the Name of the handbook/manual and the relevant Rule/Para Number.
