Dear Sir,
I am a citizen of India and request you to kindly provide the following information as per the provisions of the RTI Act:

With regard to threatening messages and calls being made to telecom and mobile subscribers across the country for linking Aadhaar with their mobile number, failing to which the numbers would be deactivated, I want the following information:
1. Copy of Notification/Master Direction/Master Circular/Draft Notification or Guidelines issued by TRAI to all telecom operators in India for mandatorily linking Aadhaar number of subscribers with their mobile number. If no such Notification/Master Direction/Master Circular/Draft Notification or Guidelines is issued by the TRAI, then kindly state so.
2. Copy of the Notification/Letter/Communication, as mandated under Section 7 of the Aadhaar Act, issued by TRAI to all telecom operators and subscribers stating the service, benefits or subsidies from the Consolidated Fund of India, which require the beneficiaries Aadhaar authentication or furnishing proof of Aadhaar. If no such Notification/Master Direction/Master Circular/Draft Notification or Guidelines is issued by the TRAI, then kindly state so.
3. Copy of the file along with file notings regarding mandatory liking of Aadhaar number with subscribers mobile numbers in India. If no such file or file notings exists, then kindly state so.
4. Statement of accounts for each telecom company that have received funds from the Consolidated Fund of India for providing service, benefits or subsidies, which require the beneficiaries Aadhaar authentication or furnishing proof of Aadhaar. If no such funds were provided from the Consolidated Fund of India to telecom operators in India, then kindly state so.

In the event the information is not held by you, please access it and give to me, since as per Section 2(f) of the Act: information means any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force (emphasis supplied)

A reply by email with scanned images of copies would be acceptable to me.

I am paying Rs10 as my application fee for this application.

Apeal Reply

It is found that appropriate reply to the RTI application has been given by the CPIO, wherein the CPIO has requested the applicant to send a postal order of Rs.38/- in respect of circulars and noting pertaining to information sought by the applicant. The applicant may send the postal order as intimated by CPIO to enable the CPIO to provide the information. The appeal stands disposed off.
