My company wants to launch a service using Internet Telephony (PC-to-PC). This will enable anybody to talk to a company representative from a browser, using WebRTC technology. You can simply click on a button on the company webpage and talk to a person within the company. This involves no PSTN or other telecom resource. It has no service area because the browser can be accessed from anywhere. It also satisfies the current Internet telephony policy.

However, despite reading all the pertaining DOT policy documents, I am unable to find licensing scheme that covers this. Whom do I contact for further clarity? I am located in Karnataka state.
