There is inordinate delay in rendering financial advice by IP&TAFS officers in Department of Telecom especially with respect to the proposals pertaining to ITS officers. Further, the proposals sent by Nodal Wings are kept aside and fresh proposals are moved by finance branch on their own to obtain the approval of competent authority and the final approval is conveyed by the Finance Branch to the Nodal wing. As a result, most of the time, the actual proposals initiated by the Nodal wing are distorted at the time of approval.
In this regard, the following information may kindly be supplied by Establishment Section, Staff Section, Training Section, IT Section, Absoprtion Cell, Finance Branch, SEA section of DoT :
1. Details of the proposals sent by the Nodal wing in the last 2 years and the details of the proposals wherein the finance branch initiated proposals Suo moto i.e. on their own without submitting the original proposal initiated by the Nodal Wing to the competent authority for approval
2. Government of India guidelines / instructions authorising the finance branch to initiate fresh proposals suomoto instead of sending the proposal received from the Nodal wings for approval of competent authority after rendering their financial advice.
3. Copies of note sheets along with proposal and correspondence with other sections of DoT / other departments, if any, in respect of delegation of financial powers to LSA Heads conveyed by Finance Branch vide OM No. 7-1/2017-18-LSA-Finance dated 18.1.2018.
4. Copy of the original proposal initiated by Establishment Section of DoT for delegation of financial powers to LSA Heads
5. Government of India guidelines / instructions prescribing time limits for rendering financial advice
6. Government of India guidelines / instructions for taking action against the officers for delaying financial advice inordinately without any valid reasons.
