Since 2013 after the death of my father Shri Biprokash Bose ex employee of videsh sanchar nigam limited, a pension benefiter ex SIO Holder of PPO NO-771018600189 we are trying our best for the pension for his mentally retarded son and my elder brother Shri Ashis Bose. We are not informed the procedure for the authorization of family pension in favor of Ashis Bose. After filling a RTI on 9 September 2016 we were informed about the process and they requested to submit following documents-

Death certificate of his father and mother
Copy of affidavit dated 20.09.2016 and NOC from brother
Attested copy of certificate of guardianship
Copy of PPO pass book pensioners portion

Family details
No income certificate from SDO Barrackpore
Bank details
We have submitted each and every document, with disability certificate. And disability certificate issued from the office of the superintendent district hospital barasat north 24 parganas clearly mentioned that my brother has mental disability of 90%. Yet they are asking for ADHAR CARD which is not possible. He is dependent with nil income given by SDO.
I would like to know
1 For a 90% mentally retarded person is it possible to get an Adhar.If yes please make suitable arrangement since no local enrollment centre is cooperating with us.
2 What is the present status for issuing PPO No. on his favor.And how long we have to wait
3 We have waited for nearly 4 years, how long too we have to wait to get his pension since he is not able to run his livelihood comfortably.
4 We have encountered several harassment and misbehavior from government offices because they asked us to get his thumb impression which is very difficult and asked to bring him to their doorsteps, how many more encounter we have to face
If it is possible you can conduct an enquiry to see whether my claim is true or false. And to judge whether it is possible to make an Adhar for him.
