Dear Sir Mam, there are reports that the Aadhar card is not required to buy a new SIM card as per the Supreme Court explanation. But all the Sim card company Aadhar card wants to buy the new SIM Activation. So you ask me to ask if the SIM Card Company will order whether or not your department is ordered to buy SIM Activation.
