Request :

1. Whether ITS officers working in BSNL/MTNL are having status equal to that of ITS officers working in DoT. If not, reasons for the same may be provided.
2. Whether DoT has given any instructions to BSNL/MTNL for not forwarding the transfer requests (to DoT/BBNL/TRAI or any other organization) of ITS officers working in BSNL/MTNL. If not, what mechanism is currently being adopted by DoT to ensure the timely forwarding of the transfer request of ITS officers working in BSNL/MTNL by the concerned PSUs.
3. Whether ITS officers in BSNL/MTNL are working on Government sanctioned posts/PSU created posts. Provide the copy of instructions issued by DoT to that effect.
4. If ITS officers are working in BSNL/MTNL on Government sanctioned posts, whether these posts are taken into account for their regular promotions. If not, reasons for the same may be provided.
5. If ITS officers are working in BSNL/MTNL on PSU created posts, whether deputation allowance is being paid to them by BSNL/MTNL similar to other organizations. If not, reasons for the same may be provided.
6. Whether all ITS officers presently working in BSNL/MTNL were posted based on DoT decision or as per the option exercised by the concerned officers. What was the criterion followed by DoT for distribution of officers among DoT, BSNL, MTNL. What mechanism is currently being followed by DoT for rotation of officers between DoT & BSNL/MTNL.
7. Whether the facilities (like re-imbursement towards purchase of mobile handset, briefcase etc) provided to ITS officers working in DoT are equally applicable those ITS officers working in BSNL/MTNL on equal terms & conditions. If not, reasons for the same may be provided.
8. Whether re-imbursement towards purchase of mobile handset, brief-case/lady purse, re-imbursement of residence new-paper bill will be treated as allowances or not.
9. How many JTS, STS, JAG, SAG, HAG grade ITS officers are working in BSNL/MTNL as on 31.10.17.
10. As per ITS cadre review, how many JTS, STS, JAG, SAG, HAG grade ITS officers shall have to work in BSNL/MTNL as on 31.10.17. Whether these many numbers of officers has to work in BSNL/MTNL mandatorily.
11. As per ITS cadre review, no ITS officer will work in BSNL/MTNL after 2023. Whether DoT has issued any instructions to BSNL/MTNL to make their own suitable arrangements to run their organizations, in light of diminishing working strength of ITS officers in BSNL/MTNL year-by-year.
12. Whether DoT has ensured to fill all the vacancies in their field units i.e. TERM cells & BBNL (a SPV to create NOFN, one of Government of India prestigious project) as on date.
13. If an ITS officer working in BSNL/MTNL wants to avail study leave, whether DoT or BSNL/MTNL will sanction the study leave and pay the leave salary. If BSNL/MTNL denies paying the leave salary, what type of measures will DoT take to protect the interest of ITS officers.

Apeal Reply

The information sought is interrogatory in nature. However, the requisite information as pertains to Director (Staff) & CPIO has already been provided vide letter No.100-93/2017-STG-I dated 18.12.2017 by providing the terms and conditions of deployment of ITS officers in BSNL and MTNL. The First appeal is disposed off accordingly.
