Subject: Request for Information under Right to Information Act 2005.
It is understood that DoPT is nodal department for periodical review of cadre structure of all Group A Central Service/Cadres. Also the Cadre Review Division of the Department functions as the Secretariat for the Cadre Review Committee and renders advice on different aspects of cadre review.
Department of Telecommunications vide its OM No. 9-5(1)/2016-Estt dated 29th December, 2016 has conveyed the Cabinet approved Cadre structure of Indian Telecommunications Services (ITS) Group A (Copy enclosed). Subsequently vide Gazette notification No. 9-5(1)/2016-Estt dated 23rd February, 2017 it is informed that - As per the approval of the Cabinet, 853 duty posts in DoT & 720 posts in BSNL/ MTNL under Special Diminishing Reserve have been sanctioned - apart from 310 Deputation reserves.
With this reference it is requested to provide the information that:
1. Whether the posts under Special Diminishing Reserve as conveyed in Cadre structure of ITS Group A (vide OM No. 9-5(1)/2016-Estt dated 29th December, 2016) can be treated as ITS cadre post.
2. Whether DoT can transfer ITS officer on Special Diminishing Reserve posts in BSNL without consent/willingness of the officer.
