Sub: Details of Transfer Policy
Desc: Please provide me the following information:
1) In transfer policy terms post and station used. Inform me the difference between tenure of 4 years for post and 6 years for stations except NCR- in terms of qualifying service for transfer.
2) Minimum tenure for a post is Two years. Please inform me the rules pertaining to eligibility for transfer after the joining of his new post and after the completion 2 year tenure for the same post/
3) The rules pertaining to applying for Rotational transfer on completion of two years service after joining at new post/station.
4) Inform me after how many years an employee can apply for Rotational transfer on joining at new post/station.
5) Inform me about Repatriation on transfer on completion of 2 years service at distance post/station.
6) As per Para 5.8: for Rotational transfer, officers shall be considered in order of their length of stay at a station in descending order. Where more than one officer from the same unit are being considered for rotational transfer out of a unit than 1/3 number of officers, of the total working strength of the unit, shall not normally be transferred out in a year.
Inform me the applicability of the above mentioned rule to Transfer Policy.
7) As per para 5.9: Notwithstanding the above guidelines, the Competent Authority may transfer or retain the officer(s) at/from a particular station/post in the interest of public service, as and when required, by recording reasons in writing thereof. - (DOT OM A-22012/2/2013-Admn.II dated 26.03.2014 of Transfer policy)
Inform me the applicability of the above mentioned rule to Transfer Policy.
8) DOT O.M. No. 24-01/2014-EW dated 28.02.2014 regarding transfer policy with approval of Honble Minister of Communication and IT.
Inform me the applicability of the above mentioned rules
i.e. (i) Type of transfer (ii) Tenure and (iii) General Principles to all employees collectively under Ministry of Communications.
9) A copy of DoPT O.M. No.11013/10/2013--Estt.A dated 24.12.2013 regarding transfer policy.
